Join the HOME Alliance, Heinrich Böll Foundation and Geoengineering Monitor for a webinar exploring who is behind the recent huge increase in funding for solar geoengineering research, and what civil society can do to oppose planetary-scale climate manipulation.
New investigations (Who Funds and Who Pays / Geoengineering the stratosphere) have revealed the extent to which billionaire philanthropists, tech-linked funders, and the UK government are driving research into a range of solar geoengineering technologies, most notably Stratospheric Aerosol Injection and Marine Cloud Brightening, which aim to manipulate global or regional climate systems to suppress temperature rise.
Join a panel of experts who will analyse where this funding is coming from, why funding is increasing so rapidly, and what the likely risks and impacts of this will be. They will also look specifically at key geoengineering companies and research funds, such as US-Israeli start-up Stardust Solutions, and the UK government’s Advanced Research and Invention Agency (ARIA).

Who Funds and Who Pays: The funding of solar geoengineering, 2020–2025
Analysing the period from 2020 to 2025, the study shows that funding for high-risk solar geoengineering technologies has increased dramatically— more than tenfold. Both 2024 and 2025 saw new peaks in private funding. Most private funders have strong ties to the tech sector.
The overwhelming majority of funding originates in the Global North: most funding for solar geoengineering comes from the US and the UK, and nearly two-thirds of the recipients of this funding are also based in the US or Europe. In 2025, the UK’s Advanced Research and Invention Agency (ARIA) entered the field with the largest-ever government research program on solar geoengineering, which includes five research projects that plan to conduct outdoor experiments.
By examining the funding landscape, this study aims to contribute to a broader debate about the economic and political interests shaping the research and development of geoengineering technologies—and whose interests these technologies ultimately serve. In particular, the rapid growth of private-sector funding raises concerns that democratic deliberation about whether such high-risk technologies should be further researched and developed may be sidelined.
